Normally when you do a "hard reset" (*#7370#) the language wil not be deleted.
The default images will also be deleted! Nokia putt some images en videos on their phones before they leave the factory but its not "standard" on a empty phone.
You can choose your Country at the setup???
Groetjes 😊

However, if you used Nokia Software Updater, or over-the-air (OTA) updating of firmware, and you lost a language, then in all likelihood, the phone was originally made for some other country/region and before you bought it, someone changed the firmware after it was manufactured, but before it was sold to you, but didn't change the product code that determines which firmware (with which languages) "belongs" to your phone.

Then when you made a firmware update yourself, Nokia's systems delivered the firmware (with the languages) that the device had originally when it left the factory where it was made (based on the product code).

You can go to the original reseller, and ask them why they sold you a phone originally intended to some other country/region, instead of one that was intended for your country/region, and ask them to fix it, or replace it.

You can also try to ask an actual Nokia authorized repair/service center, if they're willing to help, but if your phone was, indeed, manufactured for a non-Dutch speaking region, they might not do it, or they might do it, but charge you for the job.
