If a Symbian GPRS terminal such as the Nokia 3650 uses Symbian's Socket API will it be allowed to connect to any arbitary internet host on any arbitary port by a typical cellular carrier? Is there anything more involved than the phone's service plan including a data services package? I am particularly concerned with the U.S. market in which the only GPRS enabled carriers I know of are AT&T Wireless, Cingular and T-Mobile.
In other words, do the carriers maintain restrictive firewalls that require special arrangements with the carrier to make a server on the internet available to the wireless GPRS network? If so, what do these arrangements typically look like and where or how do I learn more about them?
Does anyone know who the relevant contacts within AT&T Wireless, Cingular, and T-Mobile are? It seems difficult to know exactly which department or individual within each company is the right one to talk to. Especially if I don't want to pay for high-end support services.
