SMS in Log (GSM technical question)

I have observed something weird: sometimes I see a received SMS in the log (blue arrow pointed down) but it does not show in the phone. If i send another SMS or place a call, the new message appears right away.

First I thought it could be congestion in the network and the message being stucked at the SMSC server, but as the log shows it has arrived, network was able to communicate with the mobile. When the network communicates to MS it first uses a Paging Channel but there is no information on the type of transaction at that stage (ie the MS cannot guess it will receive an SMS) then uses signalling channel (SDCCH) and, in the case of an SMS, will use the same channel to transmit the msg. In summary, if the log is triggered the msg must have left the network.

Question is: does anyone know what triggers the log? Is it the full reception of the msg (sending acknowledgement back to the network) or any earlier GSM layer 3 signalling msg?

If the msg did reach the phone, could that be a bug in the 7650 as sometimes the SMS does not show once arrived? Has anyone observed the same?
