Has 7650 PCSuite an Explorer ability like 9210 PCSuite to transfer any files from PC to Phone?

Not any file. But only image files, and settings, and ringing tones, etc. But you can cheat the device by select any file as images file. And with third party file browser, it's possible to move those files.
Of course, that's not the recommended method.

Yes. There is a specific folder that stores ringing tone files. But that is a system folder. It's not visible to user normally. But you can still listen to it or transfer it again from Voice Recorder application.
