I can't play Constant BitRate OGG songs but only Varaible BitRate songs.
Is it normal ?

Sounds like a bug to me, let's hope its in the fix list.
ogg/vorbis was written with vbr in mind so using CBR (although possible) isn't recommended..
But it take less space
