How do I change my standby screens colors?

I see tatuagem has a red border with red fading into black signal strength indicators, how can i do this?

And if it's Slauncher, how do I make my own custom skins? How would I do the red fading into black battery strength indicator?

Tatuagem is just using Palette Extender... to add 3 more colors on your palette which are red, pink and orange.

Is the program called "pallete extender" and if so where can I buy it? Link to a website please?
