i downloaded the v3.15 on my pc , but i dont wanna put it on my handy cause its not afficial ,
and what u have seen is a OFFICIAL messege from nokia till now the is one official software and it 2.50

There is no response from NOKIA about a new FW.BUT IVOMIR(he is from Chech Rep.)has 3.13 FW.
i got the softaware 3.15 from a Chech website!!!! i do not remember the website name but it was listed in here, i think you missed it.
try to search for it on the net its under Flashes nokia 3650

i have seen ivomir screen shot 😮 and i was surprised cause it 2 sourdes leads to 2 different softwares(the website and screen shot )!!!
but i know for sure that v3.15 is not official cause it was listed on that webpage under ((((((((NEW)))))))))) but next to it there was no Official,but next to 2.50 writen (Official).

Well, if you're not sure, then don't do anything with it... it might destroy your phone.
In here Finland i haven't heard anything about new FW for 3650, still 2.50 is latest. And my friend works as software tester on Nokia.
I have been watching these discussions for a while, and am interested to hear if their is a list of features for all of these different versions.
It may be that the only difference is to do with the language sets that are in each firmware ( ie 3.13 includes the Czech language set )
This probably would explain why in the countries where English is the major language are only on 2.50
