Microsoft's Crazy Claim - Server 2003

Purchase necessary hardware upgrades

Purchase software and software upgrades

Plan rollout

Install hardware and software

Iron out problems

Plan the development project (remember, it was a 12 month project and you've been given three months)

Get all developers trained-up in the newly installed Visual Studio .NET

Try and compress that 12-month project into what's left of the 3 months you were given.

Ah, but you see, here's the magic! Microsoft makes things so efficient with it's DLL conflict protection that cutting more than 9 months out of a project is really quite reasonable. Don't you think?

As for M$, yeah a lack of DLL conflicts could save 9 months of banging your head on the wall in frustration.
