is there an application like call manager for the 3650?
i tried using call manager twice now and both times it dont work! so im guessing its only for 7650's and not seiries 60!?

Well there is the Avista Answering Machine. Heard some have had problems of getting it to work properly though. Not sure about the current state of the program.
And there is Smart Answer. Just read about this one. Not really heard about it from other sources.
And finally the MTIT Answering Machine Just found this one. 😉

Anything that works on 7650 should work on a 3650 (only if the developer hard-coded support for the C:-drive only, and a 3650 owner tries to install/use on the MMC card or E:-drive, it might fail to run).
In any case, "tried using" + "dont work" isn't exactly a helpful problem description (that is, it is hard to figure out what, exactly, you attempted to do and what happened, how it failed to work, etc.).
