Changing the interface?

That's correct, the screenshot is from the UIQ/P800 emulator, and no you cannot change the P800 interface to look like that. SE have done some minor changes to the UIQ interface themselves (different icons etc.), that's why it differentiates from the UIQ interface as shown in the emulator.

does that mean the emulator is the raw version of the UIQ

Yeah, if you look there is no phone function, that has to be added by the manufacturer, so that is "raw" UIQ
