i mean moving picture not just stand still picture ???

Short answer is you don't.
Any background pic is converted into the MBM format (sometimes invisibly to youif you select a jpg) before being displayed. On gif conversion, only the first frame (assuming it is animated) is converted to the mbm format for displaying.

Short answer is still no, unless you rewrite the dektop yourself. MBM's aren't animated
