Can 7650 communicate with other non-symbian IRDA device

Hi,
Is it possible to achieve a communication between :bday: ?
I have test a symbian c++ code installed in 7650, it works very well to communicate with computer and other nokia products, but it fails to communicate with other non-symbian device although the devices can also communicate with computer very well.
the problem is that i keep getting the leave code -33(time out ) when i try to write my data out the visual serial commport and i wonder if the irda connection can be achieved successfully or not.
Thirdly, i cannot find any signal changed. Even when i communicate 7650 to pc or other nokia device, i only find CTS and DSR changed to high after i have sent several bytes out. Why so late to change an Why DCD not changed?
