I just baught a 3650 phone and when i turn it on i cant even go to the menu. And before it loads all the way up it says "App. closed Startup" and my battery indicator has no bars when i had already charged it fully.

Try to remove your MMC and check if it works. If it does, your MMC needs to be reformatted. If it doesn't, you may need to have the phone reformatted.
Try holding the pencil button so that the phone can boot up in "safe mode" and you can maybe fix it from there.
