yes, it will work without phone service.
make sure its not sim blocked. i am not to sure if any carriers in the states have unlocked phones, so you may have to get it unlocked your self. or even easier go to ATT or Cingular and get the phone thru them directly.
by the way cingular sucks, i had them for a few months when i was living back in the states, and could not get a signal anywhere.
