could someone create a ms-dos emulator for Series60 platform or someone turn a ms-dos file into a series60 application?

Someone could (not me) create an emulator.
Someone can't (next to impossible), without creating the emulator, convert an MS-DOS execuable to a Symbian/Series 60 executable.
