what is this x86 emulator for symbian and from where can i get it for development of symbian based applications. what other things would i need in addition to this emulator.

The emulator is part of the SDK.
For Nokia phones the SDK's for Symbian are either Series 60, Series 80 or Series 90 SDK's on http://forum.nokia.com/
For Sony Ericsson Symbian phones start at http://www.sonyericsson.com/developer and get the UIQ SDK.
