Is it possible, to create my own program(s) for a Nokia 3650? (.SIS-files)

Yes it is,all you have to do is learn some C++

Go to http://forum.nokia.com/ register (it is free) and download the Series 60 SDK 1.2 and what ever whitepapers and sample code you can find.

Also, consider buying the Series 60 developer book listed here:
http://forum.nokia.com/books

It will get you up to speed faster.

You can also progam in the Java language. In that case get the Java MIDP SDK for Series 60 from the same location. Note that the 3650 has MIDP 1.0 and not MIDP 2.0 (so get the correct SDK version).
