The 6600 will accept them.

The 7650 did and does accept JAR files.

JAR files are Java MIDlets - Applications and Games(90% Games) writen in J2ME MIDP.As a developer i know once said "Its a language designed for games by people who don't know the first thing about games" or something like that.

SIS files are native Symibian apps and games writen in C++.Most of the great stuff out there is writen in C++(SIS).There are just a few quality Java MIDlets(JAR) like Webviewer or most of the games from Gameloft.
