There is no software magic that can create hardware that isn't there.
That is, getting infrared on the N-Gage would require hardware changes, as it has no infrared transmitter/receiver.

If you mean FM/AM radio, then no (for the same reason as above for infrared).
It already has a GSM/GPRS cellular radio and a Bluetooth radio. 😉
