Yes and no.

There is no app that allows you to watch broadcast TV, because there is no TV receiver hardware in the device.

However, there are some operators/TV channels that provide streaming video of TV broadcasts or saved programs/shows.

Since you're charged usually by the minute or with GPRS by the amount of data transferred, watching such video streams can get rather expensive, if you do it a lot.

The streaming tv services are usually terrbiel quality, usually running at 1 or 2 frames per second(more like a blurry slide show with audio than constant tv motion). In reality, you can't really watch live tv on your Series 60, but you can watch shows. You can get awesome Spongebob episodes from Yahoo Groups, and certain websites offer the Simpsons, South Park and more already converted in .rm and .3gp(two formats that Real One plays). So while you can't watch live tv shows, you can watch tv shows.
