Yes, the booster must be installed on the device for any Mobile VB application to work.....
Mobile VB is a great tool for designing applications, but the only draw back is that now AppForge (Designer of Mobile VB) are charging for the Client File/Booster. You used to get the booster for free, but not any more. I know of no other way of making the app work.
