i'd like to know, can a phone be remotely locked via IMEI number?
i know the provider are supposed to be in position to do this
i want to know can an ordinary user with a help of some sorf of software remotely lock the phone only by knowing imei number of the phone

No can do. Operators can block/blacklist a phone from accessing the network and they do it by the IMEI, when a phone is reported as stolen or lost (by the owner or an insurance company, usually). Once done, you can't change your mind, and the list is propagated also to other operators.
There are a couple of apps that (if they're installed on the phone, and happen to be running at the time) that can be used to remotely lock them by sending an SMS to the phone (and you need to know then number, too; i.e., if it was stolen, your SIM must still be in it).
