when i try to install a new program on my n-gage the installer tells me
:icon4: memory low. delete some data. :icon4:
when i go to fexplorer to see the properties of the Z: <rom> drive it tells me that there's 0B free. i've tried shutting down all processes, rebooting and freeing memory on internal and external memory - but still 0B. :?
is there a way to force the device to free some of its rom?

Don't worry about the ROM drive. It's perfectly normal that the Z: drive reads OB free. That drive contains the actual firmware which you can't write to anyway. The only drives you can write to are C: (internal flash memory) and E: (MMC). You might also want to make sure you don't fill up the RAM (program execution memory) by having too many applications running at the same time.
There's probably some file(s) in your system that's corrupt. Try a format/hard reset by typing *#7370# in standby mode. Note that it will erase all your data.

I see. Did you send the file to your inbox? Sounds like you're facing a memory problem because the 1.3MB file has been duplicated. When you open the message with your file, it will automatically be transferred to the App. manager before it can be installed. So what you're then faced with are TWO 1.3MB files filling up your internal memory, that's probably why you are experiencing memory issues trying to install.
Try deleting the inbox file before you install.
