hello there i would like to know if i have been tricked or no, i bought a new mmc 32 Mb but my n3650 gives me that it is an 16 Mb mmc, i wanna know if there is a software that allows my phone to read the 32 Mb or i have been tricked by the seller!!

Sounds like you've been tricked or the MMC is broken.
Or, perhaps (but unlikely) it has 16MB of stuff already on it, and 16MB free? 😉
What are the exact markings/text on the MMC card itself? If there's a sticker on it, can you remove it to see what's underneath?
Are all cards read according to their exact size? If not eg 128 mb read as 125, then its possible that its like what N/A said 16 MB used and 16 MB free, check the capacity in the extras folder. Is it also possible that his version of the 3650 does not recognize higher capacity mmcs? Might as well try the card on other symbian phones to be sure.
