can one create a symbian application that if triggered by a sms message do a parpticular action like sending back an sms /mms message?
Anyone knows? Help would be appreciated.

Yes. Search the SDK, headers, forums (here, newlc.com, forum.nokia.com, etc.) newsgroups on publicnews.symbiandevnet.com for "BIO message" and "MTM".
BIO stands for "Bearer Independent Object".
MTM stands for "Message Type Module".
