Is there any app for series60 phones that lets you decide when your SMS will be received by the receiver?
f.e. you send it at 14:30 and you choose that the receiver will receive at 17:00

Thanks, it is a great program.But is there any other program that will do the same thing, but not send it in 17:00(in my exaple),I want it to send it at 14:30(in my example) and it should stay at the message center and be delivered at 17:00.

I know of no such software for Series 60.
Actually, without checking the protocol specifications, I'm not even sure that the SMS sending protocols even allows such actions.
If not, it means you'd have to have your operator and their message center software provider cooperate by implementing and supporting a timed message queue and terminals capable of handling that, too. Not likely to happen.
