Someone stoled me my Nokia 7650 and I want to know if he will be able to change the phone's IMEI to avoid the block.
I DONT want to know how to do that, only if that, is possible.

In Old nokia phones it is. Im not sure about symbian phones. Probably if they have the equipment, but that would mean flashing the phone. Something not just anyone can do because of the availability of resources (rom) and the expensive equipment used to do it.
Try to have it barred by ur operator if possible.
I would also say this is illegal and should not be discussed in these forums.
