ARM = Acorn RISC Machines = Advanced RISC Machines and nowadays just plain ARM (Ltd): http://www.arm.com/

(RISC = Reduced Instruction Set Computer).

ARM creates microprocessor designs and related tools.

Semiconductor companies like Texas Instruments and Intel create compatible chips (respectively OMAP and XCscale, though XScale is originally based on Digital Equipment Corporation's StrongARM) based on ARM core/designs and the manufacturer's adaptations.

Phone manufacturers then use either these manufacturer's "off-the-shelf" ARM based processors, or do their own designs that the semiconductor companies make for them.
