the usim (universal subcarrier identity module) is the card that u put into the phone - the one you get from your telephone serivice provider.
normally the phones are locked to *three*, if you are not using a *three* usim then you will not be able to use the phone function/3g functions.

the only way around this is to contact three and ask them to unlock it or use google to unlock the phone via remote unlocking using imei number (International Mobile Equipment Identity) of your phone (find your imei by typing *#06# on the phone)
