"Open (Java MIDP and C++)" presumably means that it is open in the sense that you can install Java MIDP and C++ applications on the phone.

Of those, the Japanese FOMA/i-mode models for NTT DoCoMo are not enabled to run C++ applications, only DoCoMo's i-appli style Java programs.
