Bluetooth is activated on my phone, visible to all. Only problem is that I can't transfer files from my PC unless I turn my phone off, when it reboots all works great. Is this normal - or is it just a setting I have to change?

Well, it's not normal. But I don't know of a way to stop it either.
Try switching bluetooth off and on a few times and trying again. You shouldn't have to restart :con?
