its a psiloc app called ir remote. there is an "upgraded version" called total ir remote.

Differencies between 'irRemote control' and 'Total irRemote':
"Infrared Remote Control" has a built-in database of supported brands and devices. This list cannot be changed. In "Total irRemote" you can define your own unique device, and teach the program how to operate it. This feature is especially useful, if you have an extraordinary Hi-Fi, TV or other device which is not fully covered by "Infrared Remote Control". Teaching can be done by importing a .CCF/Lirc files, containing the device definitions. A wide range of these files can be found in the net.
