When I call people using my 3650 and they are engaged in another phone call, I get the "WAITING" message on my phone, accompanied by a beep, to let me know about this. Likewise, users of the 3650 and other similar phones (I've seen LG phone owners have this option also) can get this "WAITING" message and know when I am engaged in another phone call.
Question - is there software that can modify the situation or otherwise make it undetectable to others when I am on the phone with someone else when they call? To trick their phone so it doesn't tell them "WAITING" or similar message to clue them in about my alternate call?

Turn off "call waiting" on your phone, if the service is enabled (see the "Settings" app and its call options (you can cancel or set it, or check the service status there).
Obviously if I disable call waiting on my phone, they won't get the "WAITING" message, but that's completely IRRELEVANT to what I was asking. As usual, people in forums rarely bother to take the time to READ & COMPREHEND what someone is asking ... 😮
Quite simply:
I don't want people to know when I am talking on the other line. I don't want to have to disable call waiting, because then I wouldn't be able to accept calls while I am talking to someone in the first place ...
I just want to HIDE THE FACT THAT I AM ON THE LINE when someone else calls, and I'm curious if there's software to do this. That's all. I don't want to lose my call waiting option.

The way you wrote your original post was not very clear, IMO.
Anyway, there is no way to do what you want with a phone-based application. It is all handled at the network side (if the phone networks knows it is calling, it is network equipment signalling the caller that the call cannot be completed, because the callee is already talking to someone else), and the closest you can get is to disable call waiting.
You can also use apps such as BlackList (search the shop: http://www.allaboutsymbian.com/shop/), to reject/refuse calls from people you have blacklisted, but that's probably even further away from what you want accomplished.
