is the latest is much better?
and how to upgrade it?

new firmwares fixes bugs and small errors.. u can get it a Nokia service center in your country.. if ur phone is under warranty it doesnt cost you (it might) otherwise yes it does obviously cost to upgrade

it is not neccesarily available all around the world.. i cant help u with what the latest firmware is because i have a 7610
