There is no such thing. It is not possible with just a phone-based application to get that information. The application would have to ask the operator, and the operator would have to have another application that gave the info, and I can't think of any reason why they would do so (after all, it is the operator that allows the subscriber or caller to withhold their number in the first place, if they wish to do so).
the numbers are hidden whilst going through the network provider's exchange, so the number never actually reaches the phone and therefore are not hidden by the phone. you will not be able to recover something that was never there to begin with. same as being able to send anonymous text messages using software on the phone. not gonna happen.
