Is it possible to access PIM data (calendar, phonebook, etc.) on a Symbian device through Java? Are the access methods used for that standard to Symbian OS or are they device specific?

It is possible, if the device supports JSR-75. I think that at least the Nokia 6630 and the newly announced 6680/6681 do. For JSR-75 details, see the specs on http://www.jcp.org (and the Java/MIDP SDKs on http://forum.nokia.com).
