No you cannot. The 3650 is based on Series 60 1.2 and Themes support appeared in Series 60 2.0 (a.k.a. Series 60 2nd Edition) and the 6600 was the first such device. Also, the 3650 cannot be upgraded to Series 60 2nd Edition. There is also no software to "just" add support for Themes to the 3650.
