Formatting Nokia 9210 Device

I try to format my nokia 9210 device, I took off the battery and then put it back and then I pressed Ctrl+Shift+F it gives me the "Are you sure you want to format....." when I press format nothing happens at all and then I go back to the welcome screen and everything is there, I tried to format it using the data suite by formatting the C drive but I got an error that says something like "file is locked or in use" I went to nokia but they told me that I have to leave my device for 4 days just to do the format,
