Could it be possible to download european map (or skandinavian)and use it without any charges?
GPS via bluetooth are still on waaay too high prices, so why I cant use gprs to locate myself. For example through VPN ip address...
Any ideas?

It could be possible. However, bitmap maps are almost useless (they don't scale, take up way too much memory) and vector maps (and mapping data is expensive) so software that supports such is not free.
You can try, e.g., WayFinder as a map and directions app without GPS (but it isn't as useful): http://www.wayfinder.com/
Some operators also offer, e.g., MMS based services where they can send maps for/to specific addresses, or by network cell ID poisition (it is not very accurate, but good enough for some situations).
No kind of IP address based tracking will be accurate in any way (only at most to the degree of being able to pinpoint which country the device is in, but not much more than that).
If I get wayfinder trial on my phone, would the map still be in it after trial.
And anticore personel 2005 is in the card. I dont need any extra card, I allready have 512MB dual voltage RCMMC. Can I copy that 64MB card to my card?
WayFinder fetches the map always from the network as it displays it.
You can use a PC-based card reader to copy all files first to a PC and then to a new card.
