How do I scan for networks? I find this feature is missing if I need to locate what is available at a public hotspot.

9500 User's Guide, page 74 (English language version), "Connections". Download the guide from http://www.nokia.com/phones/9500 if you have lost it.
Page 74??? It does not show connectivity. I thought I have combed thru the whole user guide.

Just go to the control panel -> Connections -> Wireless LAN -> Press menu button
It will show the available hotspots
