Ogg Vorbis is an audio compression/encoding/file format and MP3 is another format for the same thing. There are also others like Real Audio, Windows Media Audio, etc.
An audio player program can, depending on how it was written play one audio format or several. Some players are flexible in such a way that you can add support for additional/new audio formats by installing a suitable "codec" (enCOder/DECoder), which more or less is a piece of software that can either encode or decode (or both) a specific format.
There's a program called OGGPLAY for out phones it plays mp3 on newer phones too.
