Can anyone teach me how to use the PTT
First you will need an operator that supports the Nokia Push-to-talk over Cellular (PTT or PoC) service. If your operator doesn't have that, then you can't use the feature for anything.
If your operator does support PTT/PoC (and the Nokia version of it), then you need to sign up with the operator for the service (to get the respective settings, username and password for authentication, etc.).
If you get this far, you will then also need other people also with PTT/PoC with which you can set up a group to talk to/with.

Actually PTT over celular PoC is a standart, in which all mobile manufacturers agree in order to be compatible with each other.

However, there are no OMA PTT standard products yet. So far, the Nokia phones use the Nokia PoC/PTT standard and requires the Nokia PoC/PTT infrastructure (servers) on the operator network.
Besides Nokia's version of PTT there's also Motorola's version and a Simens/Ericsson version & some operator-specific/service-specific versions (like Orange TalkNow).
So, while there's a standard that has been agreed to, nobody has released any products that adhere to it yet (in a few years the vendor/operator specific implementations will probably fade away, but they are the reality now).
