It should work by taking advantage of SyncML support of the 7650, but I have never actually tried that.
I'm pretty sure the easiest way is to get a Bluetooth USB dongle. For example the one manufactured by Epox is very affordable and reliable. It costs only about 60 euros at least here in Finland.

It supports Win9x/Me/2000/XP, Nokia PC Suite and even uing the 7650 as a dialup connections for your PC.
Err.. I wrote that. For some reason i was logged out.
I Sync'ed my 7650 with the outlook calendar and contacts through the 3COM BT dongle via PC Suite.
It can be done, however half the times I get problems connecting and have to reboot.
