There is no user-installable Chinese language pack. If Nokia has created a Chinese language firmware release for the phone, you can try asking at an authorized Nokia service center (most likely only those in a Chinese-speaking country will have such a firmware version).

My 3230 comes in English and Simplified Chinese for both phone language and writing language

And now everything is in Chinese or maybe it is Japanese, but I think it is Chinese.
