yes it does as thats what i with my 6630 as mine is on 3 and i have not got it unlocked yet so i keep my sim in another phone and use the 6630 for the cam, mp3 etc.

Sure you can, offline mode is available in the same way on the 6630 as is on the 6680. you can use your 6630 without a sim card in offline mode to transfer data to or from another divece, you can also activate it by pressing briefly the power button and scrroling to the offline mode, which is very handy on airplanes to to access yous files, music, camera etc.
