If someone tried to enter incorrect unlock codes and caused phone to be totally locked will a hard format clear it up, so that one can have 3 or 5 more tries again? Or will one have to take it to a shop and have the technician use a wire hookup to unlock it?

It wouldn't cause it to be blocked completely - it would however prevent you from putting in a different networks sim card (i tried this recently with a nokia 7600 and 6170) at which point it would need a technician/someone with the correct software and cable to unlock it.

I wonder if it could be done out here in the states, but the phone is from out of the country? Is the software needed to unlock it specific the the phone or will it work on all nokias of similar design? Like any simbian phone(6600, 3650, yada yada).
