Hi can that be done? Format Symbian OS on 7610 just like MS Windows in PC??

No, it can be done "just like MS Windows in PC". On your phone the OS in ROM (Read-Only Memory) that is not writable (except by using special equipment a procedure called "flashing"😉.
You can reformat the phone's user space (the C-drive) and thus reset the phone to the same state it was in when it left the factory where it was made. It is done by powering off the phone, then pressing down the three keys '3', '*' and the 'green/talk' key & keeping them down while you power on the phone. Do not release the three keys until you see "Formatting" on the screen (or the phone boots up). It is a bit tricky to get going, so try a few times, if it doesn't seem to work.
Note that all user data in the phone memory will be lost (messages, calendar appointments, settings, pictures, apps you have installed, etc.).
The procedure does not affect the memory card or SIM card contents.
Do it with a fully charged battery (if you run out of power in the middle of this, only a repair center can fix it).

Formatting the phone will not format the SIM card or memory card. The formatting only affects built-in phone memory.
