..all the time as its free browsing? And Ill only get charged for when I recieve or send a pm?

... technically yes. Be carefull: There is a small amount of data beeing transferred, even when there is no chat active. And if you have a contract, where the smallest chunk in billed data is e.g. 100kB, this MAY get expensive.
