The nearest authorized Nokia service (repair) center could help you with phone software (so called, "firmware"😉 in different languages: http://www.nokia.com/nokia/0,,71518,00.html
The languages are not user-installable (except with relatively expensive "flashing" equipment and illegally distributed firmware files).
Also, you can't put the 6600 firmware (newer Symbian and Series 60) on the N-Gage (or vice versa).
Exactly he need only right PPM file but as the N-A said flashing equipment for DCT4 nokias is not for free, software require dongle (also known as box) and its little expensive for personal purpose...
