Monitor network Problem

Hi everyone:
Every FireWall have this function:when a application want to connect network,the firewall will pop up a Dialog to ask you how to deal with it.I want to implement this function on S60.Please give me some advice,what API can I use,I found RConnection mainly deal with connect or disconnect,it can't monitor the application which want to connect network.So,I hope you can give me help.
